Florida Medical Cannabis in September 2026: 22 New Licenses, 781 Dispensaries

Florida granted 22 new MMTC licenses on September 11, three new dispensaries opened, and the Registry now needs a two-step login. Plus per-store dispensing data for every operator in the state.

Florida’s medical cannabis program keeps growing, and September brought news on two fronts: a wave of newly licensed operators, and a few real, open-for-business dispensaries. Here is what is actually happening, what is still ahead, and one login change to plan for before you next sign into the Registry.

22 new MMTC licenses granted

On September 11, 2026, the Florida Department of Health entered final orders granting 22 new Medical Marijuana Treatment Center (MMTC) licenses. That is the finish line of a process that started with an April 2023 application window, drew 74 applicants for the 22 spots, moved to decision letters in November 2024, and then went through more than a year of administrative challenges before this month’s final approval.

A license is the starting line, not the finish line.
Florida requires MMTCs to be vertically integrated, so each newly licensed company still has to build or secure cultivation, processing and dispensing facilities before serving a single patient. Expect these operators to come online gradually, likely months to over a year out, not all at once.

For patients, this eventually means more product and brand choices, greater access (especially in areas with fewer locations today), and healthy competition among operators on quality, service and value.

New dispensaries open now

While the 22 licensees build out, three brand-new dispensing locations opened at existing operators this month, per OMMU’s weekly updates:

  • Curaleaf Florida, RiverviewWeek of Aug 28 to Sep 3
  • Curaleaf Florida, Port RicheyWeek of Sep 11 to 17
  • GTI Florida, Cape CoralWeek of Sep 11 to 17

That brings the statewide total to 781 dispensing locations as of late September.

Heads up: a new login step for the Registry

Starting September 28, 2026, the OMMU requires multifactor authentication, either an authenticator app or an email notification, to log into the Medical Marijuana Use Registry (MMUR). Nothing changes about how you qualify or renew. Just plan a couple of extra minutes the next time you sign in to renew or update your profile.

Who is biggest, and who is busiest

Trulieve is comfortably the biggest operator in Florida, dispensing more than a quarter of everything that moved through the registry in the four weeks to September 24. But biggest and busiest are not the same question, and the answer flips depending on which one you ask. Below are all 23 operators with an open store, on three views. The Stores view is the one that ties the other three together. It ranks operators by how many dispensing locations they had open in the Sept 25 report, all 781 of them, and under each count sits that operator’s four-week average per store: its total milligrams divided by its number of locations. Read left to right, a long bar with a small number underneath is a wide network of quieter shops; a short bar with a large number is a small chain whose few stores are working hard. Trulieve’s 170 locations average 2.58M mg each, while Sunburn does 3.48M from 15 and GTI Florida 3.42M from 25. That average is exactly the figure the THC per store view ranks, so the two tabs are the same arithmetic seen from either end.

Normalizing by store count changes the picture. Trulieve moved 8.4 times Sunburn’s total volume, but it did so from 11.3 times the stores, so per location Sunburn and GTI Florida both out-produce it. Against a state average of 2.18M mg per store, Trulieve runs 1.18 times that, MÜV 1.10 and Curaleaf 1.12, while Sunburn and GTI Florida sit at 1.60 and 1.57. The big three lead on total volume mostly on store count, not because each store is far busier than anyone else’s. These are OMMU dispensation totals, milligrams of THC moved through the registry, not sales figures.

Flower reorders things again. Jungle Boys and Trulieve move the most smokable product per store. The telling number is how much flower each operator moves per million milligrams of THC: the state runs about 354 ounces. FLUENT falls furthest, from 5th on THC to 15th on flower at 218 ounces, with Goldflower (242) and GTI Florida (229) close behind. Sunburn still places 3rd on flower per store, but at 241 ounces its mix leans the same way. A low ratio points to volume in vapes, edibles and concentrates rather than flower.
